While many of the world's major PR firms operate in Japan, TOCS is a boutique style - small but highly specialized PR agency with the majority of its clients from overseas.
TOCS celebrates our 35th anniversary in December 2023. As an independent PR agency not affiliated with a global agency or an advertising agency, we are staying in business such a long year because we have been able to build solid relationships of trust with our clients in Japan and abroad. Furthermore, we have made efforts to ensure that our clients' message is not just to "communicate" but to "generate empathy" and have gained the support of the media as "desired information" and "reliable information," thereby helping to build relationships of trust between our clients and the media.
We provide services in technology area including IT, telecommunications, and semiconductors, as well as in the life science area covering from medical and pharmaceutical to food and beverage industries, and we also handle many global projects for government agencies and public sectors all over the world.
In a society that is prone to a lot of uncertainty and anxiety, TOCS will continue to provide PR services that deliver "trust" as a strategic partner in the Japanese market.

Tsujita started his career as a newspaper reporter. Later, he established his own PR method at major domestic PR firm and established TOCS in 1989. Since its establishment, TOCS has been striving and practicing solid management.

We have established the following code of conduct and are committed to sustainable environmental concerns,
acting as a corporate citizen contributing to society and corporate governance based on legal compliance and ethics.
Code of Conduct of TOCS
1. Strive to reduce greenhouse gas emissions in order to maintain a sustainable natural environment and achieve a decarbonised society.
2. Give priority to environmentally friendly products and services when purchasing from external sources.
3. Include environmental considerations in our proposals to clients.
4. Build relationships of trust with customers, the media and society based on the principle of 'Clients First'.
5. Respect diversity and communicate honestly and fairly with stakeholders.
6. Provide health considerations, safe and comfortable working environment and fair and appropriate evaluations of our employees.
7. Ensure management in accordance with laws, regulations and social conventions through regular audits by third parties.
8. Establish a management system for the protection of personal data and ensure strict control.
9. Work to build an appropriate IT environment, taking information security into consideration.
10. Establish a working group directly under the president to realise these guidelines, formulate annual plans, promote measures, verify their effectiveness and make further improvements.
